There were unprecedented levels of flood damage across much of the provincial road network during the 2023 winter. The most severe storm took place over the Heritage Day long weekend, but this was by no means the only damaging winter storm last year. The Montagu Pass and Seven Passes Road are two of the Western Cape roads that had to be closed after sustaining severe flood damage during flooding.

The Department of Infrastructure’s (DOI) first responsibility concerning damaged roads is to re-establish access so that all communities that rely on a particular road are reconnected to the wider road network. Once access has been established, the order of repairs is prioritised. First, by the amount of traffic a particular road carries, and then by the road’s critical economic importance. Once access has been established, road users may have to use long detours or alternative routes until other repairs are possible.

Given the current resource constraints and following the need to prioritise the order in which road repairs can be made, DOI has had to prioritise routes that carry higher traffic volumes and that are associated with greater economic activity than the Montagu Pass and the Seven Passes Road. Despite our efforts, it is not currently possible to provide a timeline for the reopening of the Montagu Pass or the Seven Passes Road.

MONTAGU PASS

Initial repair work on Montagu Pass was stopped following intervention by members of the public and Heritage Western Cape (HWC). Since the pass is a Provincial Heritage Site, DOI first had to receive the necessary HWC permit before work could be restarted. Before permission was received to restart work, there was further adverse weather that caused the road to deteriorate to the point where it was no longer safe for public use and had to be closed.

Various processes then followed before work could be initiated. During this time, the road further deteriorated due to more adverse weather.

Currently, due to a lack of funding and resource availability required, repairs have been delayed. Repairs have further been severely impacted by the flood repair requirements across the province following more flooding. This delay is due to the damage to the road network during the 2022 and 2023 winter floods, most notably the Heritage Day long weekend floods in 2023. Despite the economic value of the Montagu Pass including its value to the tourism sector, this is not a critical route because an alternative is available (the Outeniqua Pass). Priority must be given to roads where there aren’t viable alternatives to ensure that communities remain connected to the broader road network.

HWC has engaged with various stakeholders on the maintenance and repair of Montagu Pass over the past few months with several meetings attended by representatives of HWC, DOI, law enforcement, and conservation bodies. A permit has now been issued to DOI by HWC for the maintenance and repair of the Montagu Pass. The main constraint to restarting work is the current lack of resources. As the Outeniqua Pass provides a viable alternative route, repairs on the Montagu Pass are not considered to be critical, given the prioritisation criteria provided above.

Allegations of problems with a contractor have been made in the public domain, but these are baseless. No contractor was involved in any work on the pass. The Department required heritage approval. The heritage approval processes did not previously prohibit maintenance on Montagu Pass and maintenance continued as normal work. Unfortunately, complaints by concerned groups in the area caused work to stop and meant DOI had to follow a Heritage Western Cape approval process.

The Department has been asked what it is doing to support businesses along closed routes. There are no businesses in the closed section of the pass meaning businesses remain open. However, the DOI does not have a mechanism or the resources to support businesses affected by closed roads, irrespective of the reason for the closure. This road is no different.

The work will be prioritised along with all other roads that were damaged by the floods, and the maintenance will resume as soon as the necessary capacity and resources, including finance, are available. This is likely to be done in a phased approach, based on budget and resource availability, with the priority being to restore some form of access, even if traffic is restricted to a single lane with stop/go controls. There is currently no prospective date for reopening the road soon. The pass will only be reopened when the necessary maintenance has been completed.

SEVEN PASSES ROAD

Seven Passes Road also sustained significant damage during the 2022/2023 winter floods. This road will be reopened once it has been repaired to its pre-flood-damaged state. This will take considerable time and resources during a period when there are severe resource constraints. Unfortunately, other damaged roads that carry more traffic and are more economically important are a higher priority.

During 2022/2023 there were significant slips on the road, most notably between Nelson Mandela University and Wilderness Heights, MR355. The damage was of such a nature that lane closures were implemented where the most notable slips occurred. Traffic was allowed to pass with applicable signage in place. The situation was monitored to see if this could be a safe alternative as an interim measure.

Unfortunately, due to the geometry of the pass and narrow road width, coupled with irresponsible road user behaviour, there was a high risk of crashes. The difficult decision had to be taken to fully close the road in the interest of road safety and to protect the asset from further damage.

The DOI has received information about cyclists using the route and distributing their own subjective reports on its suitability for traffic. When a route is closed, it is closed to all road users and for their safety. There is damage below the surface level that is not immediately visible. The DOI will not keep a route closed unnecessarily as it is in our interest to have every part of the broader road network fulfil its role.

The pass will only be reopened when the necessary maintenance has been completed as soon as the resources are available. Unfortunately, other damaged roads that carry more traffic and are of higher economic importance than the Seven Passes Road remain a greater repair priority.

We remain committed to reopening these passes as soon as possible to do so, given the constrained fiscal environment. We ask residents to please be patient and to work with us, particularly with regards to their safety. Both passes remain closed to all road users, and we ask pedestrians, cyclists, and motorists to all adhere to the closure of the road.

The Department of Employment and Labour in the Western Cape will be embarking on a series of service delivery activities in the Southern Cape as a build-up towards a Jobs Fair to be held in George on 05-06 February 2024.

The Jobs Fair, an initiative championed by the Department’s Public Employment Services (PES) branch seeks to create opportunities for work seekers and provide a platform to interact with prospective employers.

The services to be provided include processing of Unemployment Insurance Fund (UIF) applications, claims assessment, resolving UIF inquiries and processing of Occupational Injuries and Diseases claims and inquiries.

Also on offer will be the Public Employment Services where job-seekers will be afforded amongst other services, an opportunity to register their CVs on the Employment System of South Africa (ESSA) database, through which they can be matched with prospective recruiters.

The Garden Route District Municipality (GRDM) continues to deliver a comprehensive list of services to the Kannaland municipal area. For example, from October to December 2023, the following services were rendered – inspection of food premises, health surveillance of premises, water sampling, advice in terms of the upgrading of the Zoar Sewage Pump Station and Oxidation ponds, air quality monitoring and disaster management support.

111 Inspection at Food Premises: A total of 111 inspections were conducted by GRDM Environmental Health Practitioners (EHP) across various food establishments, including restaurants, informal food traders, dairy farms, supermarkets, soup kitchens, butcheries, spaza shops, and others.

457 Health Surveillance of Premises: GRDM EHPs conducted 457 inspections at locations including waste facilities, water treatment plants, illegal dump sites, old age homes, childcare facilities, and more to ensure compliance with health and safety standards.

34 Water Samples taken: EHPs took an additional 34 water samples, encompassing drinking water, river water, and final sewage effluent.

Routine Water Quality Sampling: EHPs routinely assessed water reticulation systems and wastewater treatment works, ensuring compliance with national standards and addressing non-compliance promptly to protect public health and the environment.

Zoar Sewage Pump Station and Oxidation Ponds: GRDM assisted with the upgrading of the Zoar sewage infrastructure, significantly reducing pollution in the Nels River.

Air quality monitoring of Ladismith Waste Water Treatment Works: Following an offensive odour complaint, GRDM’s Air Quality unit initiated an investigation leading to several interventions.

Calitzdorp Water Treatment Works: GRDM assisted in identifying and rectifying non-compliance issues at the Calitzdorp water treatment plant, which led to improved drinking water quality.

Disaster Management Interventions for Water Crisis: In response to the current water crisis in Calitzdorp as well as rural areas provided with water from the Klein Karoo Rural Water Supply Scheme (KKRWSS)  the GRDM Disaster Management Services provided 28 X 5500L water tanks to ensure accessible potable water for communities in these water-stressed areas. This was reported earlier in December 2023.

Recently the National Department of Water and Sanitation published the Blue Drop, Green Drop, and No Drop Water reports in South Africa for 2023. This report revealed the dire state of affairs when it comes to safe and clean drinking water in South Africa.

Of particular concern is the status quo in terms of potable water purification plants, identified as one of the main reasons for general water quality failing quality standards, this report cited the lack of technical and managerial capacity and competency as a major contributor.

The Blue Drop report indicated that the water supply across the country requires an additional four hundred qualified staff (203 technical staff and 197 scientists). It also found that about 67% of water treatment staff had no formal skills training and qualifications at all to operate at a water treatment site.

Load shedding also has a major negative impact on the functionality and day-to-day operations of water purification plants. Why? Because the pumping, treatment, and ultimate distribution of potable water are severely affected during extended periods of load shedding.

Where do Environmental Health Practitioners (EHP) fit in?

A district municipality is mandated to render municipal health services in its particular area of jurisdiction. One of the most important focus areas of EHPs is water quality monitoring.

Water monitoring includes the following:

  • Mapping of water sampling sites;
  • Water sampling and analysis;
  • Establishing if adequate water provision is available to all communities (rural and urban);
  • Report back and communication regarding sample results (water service authority / non-water service authority); and
  • Mitigation measures (including health and hygiene awareness / applicable legislative law enforcement);

Water sampling sites include the following:

  • Drinking water reservoirs;
  • Water purification plants;
  • Communal taps;
  • Business premises;
  • Other identified areas;

Hundreds of water samples are taken every month in every local municipal area within the Garden Route. This includes the status of potable water supply to all communities.2

The outcomes of water samples are communicated to each local municipality in the region.

The region’s potable water quality is of a high quality in comparison with the national norm. Water sampling programs, as well as all the other water-related activities implemented by the EHPs, are purpose-driven and outcome-based in order to secure water safety in the district.

The Garden Route District Municipality’s (GRDM) Communication Team has won two of the South African Local Government Association’s (SALGA) National Communicators Forum Awards. The one for the “Most Innovative Communications Team” and the second for the “Most Proactive and Responsive Communication Team” at a district municipal level. Previously, the GRDM Communicators also won the SALGA “Most Updated Social Media Platforms” award. The SALGA award ceremony took place in Durban at the ICC on 11 December 2023. The team was up against stiff competition with 43 other district municipalities across South Africa participating.

GRDM’s team consists of five Communicators: Herman Pieters (Communication Mgr.), Marillia Veldkornet (Snr. Communicator), Marlene Nqumse (Snr. Communicator), Vuyolwethu Notyeke (Multimedia Communicator) and Xola Makinana (Intern). Three (3) members, Herman, Marlene and Marillia, have already been working together for over 13 years.

During an Ordinary Council meeting on 12 December, Alderman Memory Booysen, GRDM Executive Mayor and Council also congratulated the team on their wins: “Well done and indeed and keep up the good work”. GRDM Municipal Manager, Monde Stratu, was also pleasantly surprised with the awards, which come at a time when the municipality also achieved its third consecutive Clean Audit.

According to SALGA, “This is a team that has shown innovative solutions on various platforms to create awareness, keep communities informed and encouraged citizens to take part in municipal activities to ensure that the local government agenda is achieved”. Also in the second category, SALGA says: “This award is for a communications team that is always proactively promoting local government and serving communities, this refers to a team that actively engages with communities on various platforms, create awareness on municipal services and profiles service delivery programmes and events.”

GRDM Communicators recently launched a podcast channel and also partnered with “All Things Vuma Garden Route” to promote the region. According to Pieters, many municipalities already utilise AI to make better decisions, faster and smarter. The GRDM team also utilises AI to generate artwork for educational purposes. “We work hand in glove with our institution’s Health Education Committee to produce images from text prompts. These images are then repurposed to tell stories to children through posters, booklets, and more,” says Pieters.

The GRDM Communications team forms part of a municipality which was also recently achieved the following:

  • Clean Audit for a third consecutive year;
  • Toughest Firefighter Alive South Africa;
  • Developed the first-ever municipal health dashboard in South Africa;
  • Most simplified Integrated Development Plan in the Western Cape.

In line with the GRDM’s vision of being the leading, enabling, and inclusive district, characterised by equitable and sustainable development, high quality of life, and equal opportunities for all, the GRDM Communication Team has demonstrated its dedication to innovation and excellence.

Following a year of significant natural disasters including floods and storm surges, the Garden Route Environmental Forum (GREF) celebrates the region’s most prized asset, namely its unique biodiversity and natural beauty.

The Garden Route is abundant with world-class conservation entities at all levels in the region. Environmental management by regional and local authorities is well-managed and sustainable. At the same time, because of the very same reason, the region is attracting substantial population influx domestically and from abroad, resulting in more pressure on natural resources such as water and available space for development.

As the GREF celebrates its fifteenth year of existence, it acknowledges and pays tribute to the important work done in terms of conserving environmental management. This is often at a great cost to local ratepayers and individuals, but at the same time, it highlights the many present and future threats to the quality and sustainable use of regional natural resources, including the threats posed by a changing climate.

The GRDM is committed to its culture of good governance, accountability, and sound financial management. The institution will keep the bar raised to the standard it has set out to.

Throughout the year, Mayoral Committee members oversee their respective portfolios. The Garden Route District Municipality (GRDM) Mayoral Committee Member overseeing Properties and Asset Management, Cllr Jobieth Hoogbaard, along with the members of his portfolio, embarked on visits early this week to the GRDM municipal resorts in anticipation of the upcoming high season. These oversight visits hold significant importance as they hold the GRDM administration responsible for its management of the municipal resorts and caravan parks. This ensures that service delivery remains both effective and efficient in the lead-up to the high season.

Cllr Jobieth, following his visit said: “I visited the resorts with my fellow Councillors, Alderman Petru Terblanche (Portfolio Chairperson for Roads and Transport Planning), Cllr Hilton Stroebel and Cllr Russel Arends, as well as the acting manager for Projects, Properties, Facilities and Resort Management, Shehaam Sims.”

Hoogbaard and his delegates visited the following four municipal resorts and caravan parks: Calitzdorp Hot Springs, De Hoek Mountain Resort, Victoria Bay Caravan Park and Swartvlei Caravan Park. He commented that the resorts are clean and ready for the high influx of guests who are expected to arrive from 14 December until 15 January 2024 – high season.

Bookings for De Hoek Mountain Resort are mostly full over weekends with a few days open during the week. For those interested in grabbing the last opportunity to book, visit www.dehoekmountainresort.co.za. Similarly, Calitzdorp Hot Springs also has some spaces open and bookings can be made via the website www.calitzdorphotsprings.co.za. Swartvlei (www.swartvleicaravanpark.co.za) and Victoria Bay Caravan Parks (www.victoriabaycaravanpark.co.za) are fully booked for the high season.

All websites of the resorts and caravan parks were recently redeveloped and boast a new, fresh look, with updated pictures and detailed information and pricing.

Notice is hereby given that the Garden Route District Municipality Year End Strategic Engagement will be held on 1 December 2023 at Swartvlei Strategic Park, Sedgefield, on 01 December 2023.

Program of the event:
During this session the Municipality will be discussing its strategic plan and commitments for the upcoming financial 2024/2025. financial year. The event will also have guest speakers which will be addressing the Municipality on World AIDs Day, 16 Days of Activism against Gender-Based Violence and Road Safety for the festive season.

The event will take place from 07h30 until 17h00 on 01 December 2023.
