Notice is hereby given that the Garden Route District Municipal Council’s Draft Integrated Development Plan for the 2024/2025 financial year and the Medium Term Revenue and Expenditure Framework (MTREF) Draft Multi-Year Budget for the period 2024/2025-2026/2027, were compiled in accordance with the Local Government: Municipal Systems Act 2000 (Act 32 of 2000) and Municipal Finance Management Act 2003 (Act 56 of 2003).

These documents were considered by the Garden Route District Council at a District Council meeting held on Wednesday, 27 March 2024.

These documents will be available for public inspection and comments at all main local libraries, satellite offices and the Garden Route District Municipality’s IDP Unit, 54 York Street George and on the GRDM municipal website www.gardenroute.gov.za.

All comments and inputs must be directed to “The Municipal Manager, Garden Route District Municipality, 54 York Street, George 6530”,  rekords@gardenroute.gov.za

Persons who are unable to read or write are encouraged to contact the Garden Route District Municipality during ordinary office hours, where they will be assisted to formulate their written comments or objection.

Written comments and inputs regarding the above documents must reach the Office of the Municipal Manager on or before 30 April 2024.

Public Notice: Appointment of Audit Committee Members (2)

Garden Route District Municipality is fully committed to Employment Equity.

In terms of Section 166 of the Municipal Finance Management Act (MFMA), 2003, each municipality must have an Audit Committee which is an independent advisory body.

The Audit Committee advises the Municipal Council, Political Office Bearers, Accounting Officer and the management staff of the Municipality on matters relating to:

  1. Internal financial control;
  2. Internal Audits;
  3. Risk Management;
  4. Accounting policies;
  5. The adequacy, reliability and accuracy of financial reporting and information;
  6. Performance Management;
  7. Governance;
  8. Compliance with the MFMA, the Annual Division of Revenue Act and any other applicable legislation;
  9. Performance evaluation; and
  10. Any other issues referred to it by the municipality.

The Audit Committee further reviews the Municipal Council’s Annual Financial Statements; responds to issues raised in the Auditor General’s annual audit report; carries out certain investigations; and performs other functions as commissioned by the Municipal Council. The Audit Committee also carries out the functions of a Performance Audit Committee.

Two vacancies for membership of the Audit Committee of Garden Route District Municipality have become available Successful candidates will be contracted for a period of three years.

Candidates with the following expertise are hereby invited to apply:

  1. Financial Accounting and Information Communication Technology (ICT);
  2. Audit Committee experience; and
  3. Local government knowledge.

Remuneration will be based on the National Treasury Circular – “Remuneration of Non-Official Members”.

THIRD ADJUSTMENT BUDGET 2023/2024

Notice is hereby given that the Garden Route District Municipal Council’s Third Adjustment Budget for the period 2023/2024-2025/2026, was compiled in accordance with the Local Government: Municipal Finance Management Act 2003 (Act 56 of 2003).

This document was approved by the Garden Route District Municipality at a District Council meeting held on Tuesday, 27 February 2024.
This document will be available for public inspection and comments on the GRDM municipal website www.gardenroute.gov.za from 28 February 2024.

Members of the public are invited to submit written comments or representations to the municipality in respect of this document. All comments and inputs must be directed to “The Municipal Manager, Garden Route District Municipality, 54 York Street, George 6530”.

Media Release: African Swine Fever (ASF) outbreak in pigs in George

Last week, 7 February, a new outbreak of African Swine Fever (ASF) was confirmed in pigs of small farmers on the outskirts of Groeneweide Park, George. This is the fourth outbreak of this disease in the Garden Route area since 2022. Previously there had been outbreaks in KwaNonqaba and Mossel Bay in 2022 and 2023 which were both resolved; and an outbreak in Thembalethu in 2022 which remains a concern.

It is estimated that about 45 pigs have died thus far with about 250 pigs remaining in the area. The area has been placed under quarantine and community members have been urged to not remove any pigs or pig products from the area to prevent further spread of the disease.

ASF is a virus that affects pigs and there is no vaccination or treatment currently available for the prevention of the disease. Good biosecurity measures remain the best way to protect the pig industry.

The following measures are critical to minimising the spread:

– All carcasses should be disposed of safely;

– Pigs should be confined to prevent roaming and potentially picking up and spreading the disease;

– Hands, shoes, clothing and equipment should be sanitised before and after being in contact with a pig, so people do not spread the virus between animals;

– Any meat products should be thoroughly cooked before being fed to pigs; and

– Farmers should confirm that any purchased pigs are bought from known ASF-free herds.

– ASF virus is specific to pigs and does not affect humans or other species of animals. The public needs to know that pigs slaughtered at abattoirs have undergone meat inspection. Pork products found in supermarkets are safe for human consumption.

Usually, the first signs of an ASF outbreak are the sudden death of pigs. Still, in some cases, other symptoms can include breathing difficulties, redness of the skin, especially underneath the pig and on the ears, hind leg weakness and loss of appetite. Occasionally the pig may also have blood in their faeces and their vomit. The department calls on all pig owners to implement strict biosecurity to protect their livestock from this disease and to call their nearest State Veterinary Office should farmers have any concerns.

Notice is hereby given in terms of Section 129(3) of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003) that the Garden Route District Municipal Council hereby makes public the Oversight Report on the Annual Report for the 2022/2023 financial year.

The 2022/2023 Annual Report was also approved in a Council Meeting on 12 December 2023.

The 2022/2023 Annual Report and Oversight Report are available at the IDP unit of the Garden Route District Municipality. These documents can also be viewed on the Garden Route Municipality’s website at www.gardenroute.gov.za.

Notice is hereby given that the Garden Route District Municipality Year End Strategic Engagement will be held on 1 December 2023 at Swartvlei Strategic Park, Sedgefield, on 01 December 2023.

Program of the event:
During this session the Municipality will be discussing its strategic plan and commitments for the upcoming financial 2024/2025. financial year. The event will also have guest speakers which will be addressing the Municipality on World AIDs Day, 16 Days of Activism against Gender-Based Violence and Road Safety for the festive season.

The event will take place from 07h30 until 17h00 on 01 December 2023.

Stop-go controls will be implemented along sections of the Brenton-on-sea Road and Barrington Road between:
November 2023 and 14 December 2023

We urge the public to be patient during this time

Lane closures are required for the purposes of undertaking repair work to the roads. Two-way traffic will be maintained by means of a stop-go system which should cause a delay of between 10 minutes and 20 minutes per trip. The public will be kept informed timeously if there are any changes in the traffic accommodation such as temporary road closures.

The safety and convenience to the travelling public are of utmost importance and every effort will be made to ensure that all temporary road signs, cones, flag people and speed controls are maintained and are effective, and that courtesy is extended to the public at all times. The Contractor is required to make use of approved methods to control the movement of his equipment and vehicles so as not to constitute a hazard on public roads.

The Public, when using the affected roads, is requested to be patient, exercise caution, to travel at reduced speed, obey the permanent and the construction related temporary traffic signage and heed the guidance of the stop-go operators and flag people. This is for the safety of all.

The Western Cape Government is working hard to maintain our roads. Please drive carefully during this period of construction. Let us work together to ensure that our roads are safe. BETTER TOGETHER.
